If the mod_layout is installed, I think yes. It depends on the apache module. Not the control panel.

That's how it determines where to place the ads. a particular package, if i remember correctly from when i tried using it

Unless somebody decides to patch the original scripts, then I doubt it.

mod_layout isn't even supported any more, so I doubt this will ever be functional again.
