If I'm not mistaken, there is a "Theme Uploader" in the Look & Feel section of your admin control panel.

You can make another theme by adding a new folder in the /themes/ directory. Then copy the header.tpl and footer.tpl file from the Reloaded2 Theme, and then make your replacements.
