as with tht 1.2, you will be able to easily create a custom skin for your installation.

We'll probably be using CakePHP's built-in theming system which is much more intuitive than our current one.

Old themes will need to be ported to the new system before they can be used.

Let me just iterate, this is a PROPER major revision, not a "oh it's got quite alot of new features, we'll bump it up a major". This is a COMPLETE re-work of code. It just doesn't work off the current code base. We're working with CakePHP which will provide a much more stable framework.
